The revised laws on construction and public investment are also on the agenda of the conference.
Addressing the conference's opening sitting, NA Chairman Nguyen Sinh Hung said that the upcoming seventh session of the 13th NA will focus on the law-building process for many major bills. Therefore, to make the working session pay off, the NA Standing Committee held this conference for specialised deputies to debate the three draft laws which have significant impacts on socio-economic issues and which have drawn great attention from the public, the legislative official noted.
Specialised deputies concentrated on discussing controversial issues of the revised law on Notary Publics such as scope of notaries, the standards of a notary, notary practice, notary socialisation and more.
Many deputies voiced their opinions on the provision that regulates notary practice as a 'not-for-profit purpose', reckoning that it is unrealistic regulation.
Deputies Nguyen Ba Thuyen from Lam Dong, Tran Ngoc Vinh (Hai Phong) and To Van Tam (Kon Tum) thought that the provision is not feasible. Explaining their ideas, they said that when an individual or organisation invests money in a notary office, they must pay taxes to the budget, so they should have profits. The 'not-for-profit purpose' regulation will not encourage the socialisation of notary activities, they added.
The specialised deputies also argued about the responsibilities of a notary, under which they are in charge of the accuracy of both content and form of the translated documents. However, others said that making a notary responsible for the authenticity of documents and translations will go beyond their ability.
A majority of deputies agreed with the provision to extend the working age of notaries to 65, but specific regulations should be adopted to avoid contradiction with the retirement regulations of the Labour Law.
Deputies continued to sit this afternoon, discussing other laws and related issues.
