Minister of Construction works with Ninh Binh's leaders

The working session saw the attendance of Secretary of the provincial Party Committee Nguyen Thi Thu Ha; Chairman of the provincial People's Council Tran Hong Quang and Chairman of the provincial People's Committee Pham Quang Ngoc, among others.

Ha briefed the delegation about the province's socio-economic achievements in the past time.

According the 22nd provincial Party Congress's Resolution, Ninh Binh has set goals of balancing its budget collection and spending with a breakthrough in developing synchronic infrastructure and civilized urban areas.

Ninh Binh boasts well-known cultural relic sites and natural landscapes, especially Trang An cultural and natural heritage, offering it great potential for tourism development. But it also poses challenges for the province in ensuring the balance between development and preservation.

Currently, the rate of urbanization in Ninh Binh remains low and the construction planning and management still see restrictions. Therefore, Ninh Binh hopes to receive assistance and consultancy from the delegation for these matters, Ha added.

In the past time, Ninh Binh has paid attention to building numerous plans such as a master plan to develop Ninh Binh's urban area to 2030, with a vision until 2050; and a general planning scheme for Trang An complex.  All communes in the province have approved new-style rural area planning schemes.

Ninh Binh has both second- and third-tier urban areas and the province has two cities. The living conditions of its urban people have been enhanced and urban landscape has been improved.

Representatives of the delegation gave out suggestions to solve the province's problems in raising the rate of urbanization, improving the capacity of urban infrastructure system and developing social housing.

At the working session, Minister of Construction Nguyen Thanh Nghi spoke highly of Ninh Binh's socio-economic achievements over the past years. 

In the past five years, particularly in the first half of 2021, Ninh Binh always ranked in the top provinces with the growth rates higher than the average figure of whole country.

The locality's economic structure shifting is suitable with its potential and strengths. It is striving to become a tourism centre of the whole country, and a bright spot in COVID-19 prevention and control.

As for Ninh Binh's proposals, the ministry pledged to assist and guide the province in removing difficulties related to state management in construction.

He noted that the province needs to pay heed to building an architecture planning scheme, zoning plan schemes and detailed planning schemes to attract investment.

Ninh Binh should focus on developing social infrastructure and urban infrastructure, garbage and waste water treatment; building a pilot green and smart urban area; and mapping out a plan on developing social housing, he said.

In addition, special attention must be paid to construction management and production of construction materials in the province, the minister added.
