What do you think about the province's current industrial development and investment attraction?
Ninh Binh has been approved to set up seven industrial parks, five of which having been put into operation, while the remaining two will go into operation in the 2016-2020 period.
Industrial parks in Ninh Binh have so far attracted VND43 trillion, with more than 60 percent of which pooled by domestic and foreign enterprises. Operating industrial parks in the province have reached more than 80 percent occupancy rates, higher than the national average of 60 percent. Gian Khau and Khanh Phu industrial parks have been totally occupied. Most investment projects in Ninh Binh focus on the fields of engineering, textile, footwear, and electronics support industry.
What measures will the province take to increase the occupancy rate for the remaining three industrial parks?
In the coming time, we will adopt some specific solutions, including reform of administrative procedures towards simplicity and making investment incentive mechanisms and policies in order to create an attractive investment environment for investors in Ninh Binh.
However, we will not attract investment at all costs, but will consider whether investment projects can meet the local requirements and are really important to provincial socioeconomic development strategy.
What about environmental pollution in industrial parks and related solutions to protect the environment?
Environmental pollution in industrial parks also occurs in Ninh Binh. Currently, three out of five industrial parks under operation in Ninh Binh do not have wastewater treatment plants. However, these industrial parks have attracted few investors who have been required to conform to local discharge regulations.
In my opinion, the sanctions against environmental polluters are too light. To protect the environment while ensuring economic efficiency in industrial parks, the government, related ministries and agencies should apply more severe sanctions against polluters. In particular, it is necessary to support provinces and cities to construct eco-industrial parks towards sustainable development.
