Establishment of Hoa Lu city creates momentum for Ninh Binh's development

Meeting requirements for a nuclear city 

The merging of Hoa Lu district and Ninh Binh city to form Hoa Lu city is not only the compulsory requirement in line with the Politburo's policy, the Standing National Assembly's Resolution and the Government's Resolution on re-arranging administrative units at district and commune levels in the 2023-2030 period but also originates from the  real requirement for developing Ninh Binh city into a "nuclear urban area" towards the common target of turning Ninh Binh province into a centrally-run city with characteristics of a millennium heritage urban area and creative city.

Ninh Binh city currently has a natural area of 46.75 sq.km. Its urban scale is too small as compared to the urbanization growth rate. The social infrastructure in the central area and technical infrastructure have not met the requirements for urban development.

Meanwhile, Hoa Lu district boasts huge room and great potential for the development of industry, handicraft, urban, services - trade, ecological, history, culture and festival tourism. However, under the governance model of rural administration, Hoa Lu has not yet fully exploited its potential and strengths. Therefore, the merging of Hoa Lu district and Ninh Binh city would create favourable conditions for re-arranging spaces for urban, industry, tourism, services, trade, agriculture development; raising the urbanization rate; increasing the scale of administrative units; streamlining the administrative apparatus and and improving the effectiveness of socio-economic investment.

The Party's will suits the people's mind

Dinh Van Tien, Secretary of the Ninh Binh municipal Party Committee, said the expansion of Ninh Binh city's administrative boundary is the wish and aspiration of the local Party organization, administration and people. The move will help Ninh Binh city to complete the mission of preserving cultural and heritage values and becoming a central nucleus city.

Under the plan, after its establishment, Hoa Lu city will cover a total area of more than 150.67 sq.km. It will consist of 20 administrative units (15 wards and 5 communes) and has a total population of over 250,000.

Right after the project on establishing Hoa Lu city and rearranging of administrative units at district and commune levels is completed, Ninh Binh city and Hoa Lu district collected feedback from local people. As a result, over 99% of voters in Ninh Binh city and Hoa Lu district agreed with the project.

The merging of Ninh Binh city and Hoa Lu district and rearranging of administrative units at district and commune levels is of important significance, marking a breakthrough for Ninh Binh's development in general and for Hoa Lu city in particular.

There is much work to be done before the establishment of Hoa Lu city. However, the high consensus of local people with the  administration's important decisions is a favourable start to strongly build  Hoa Lu city in the future, thus meeting the aspirations of the local people.
