National Assembly Vice Chairman Uong Chu Luu, who is also deputy head of the committee on drafting amendments to the 1992 Constitution (CDAC), delivered a report on NA deputies' comments on the draft amendments.
He said that the draft amendments had been publicised to collect people's ideas starting from January 2, 2013. The project has received the active and wholehearted participation of people from all strata and from overseas Vietnamese, creating a democratic legal and political campaign across the whole political system.
Based on the ideas collected, the CDAC studied and adjusted the draft amendments and submitted them to the NA during the fifth session for further comments and for adoption in the sixth session.
In compiling, studying and adjusting the amendments, the CDAC and deputies always follow the Party platform and resolutions, taking into consideration the comments of the people, while organising many conferences and scientific seminars and consulting with experts about the draft's contents and constitutional techniques.
The deputies studied the draft and gave their comments directly on the handouts. Four hundred and eight such handouts have been collected, and many deputies sent additional documents detailing their specific ideas about the draft.
The lawmakers agreed that the draft was prepared thoroughly and seriously, including the valid opinions of many people, deputies, experts and scientists, and meeting set requirements and targets.
The draft includes many improvements in content and constitutional technique, reflecting the expectations of people from all walks of life, manifesting the advanced and democratic nature of the State and the Government in the transitional period toward socialism. It also includes sufficiently clear definitions of the political regime, economics, culture, education, science, technology, the environment, human rights, citizen's rights and responsibilities, national defence, state apparatus and the Constitution's effect and amending process.
The deputies agreed with the draft of 11 chapters and 120 articles, one chapter and 27 articles fewer than the 1992 Constitution, saying that the new Constitution is sensible, precise and scientific. The Constitution's contents and presentation techniques ensure that its regulations are basic laws with long-term stability.
After the adoption, member of the NA Standing Committee Phan Trung Ly delivered a report on a resolution to implement the Constitution, which was also adopted by deputies.
