They are 10 leaders working in central agencies and eight others from localities nationwide, including Doan Thanh Hai, Director of the Department of Information and Communications of Ninh Binh province.
The event aimed at selecting and honouring outstanding leaders who have great achievements in implementing and guiding the application of IT and promoting digital transformation in state management at all levels, thus contributing to innovating, developing and enhancing the effectiveness of ministries, sectors and localities.
The selection was launched in June 2021 and the jury chose 18 outstanding leaders from 94 nominees of central agenies and localities across the country.
Hai has played an active role in helping the provincial People's Committee in building mechanisms, policies, programmes and plans to boost the application of IT and digital transformation in the province.
In particular, he advised the provincial Party Committee to issue a resolution on building an e-administration, digital transformation in the 2021-2025 period with a vision to 2030, laying a foundation for the province to implement the digital transformation programme.
The application of IT in state agencies of Ninh Binh province has made breakthroughs. All leaders, officials and civil servants work on electronic platform and the rate of exchanging e-documents between local agencies, units and sectors reached 91 percent.
IT application in serving people and businesses has also been stepped up.The provincial public service portal was launched and operates effectively on the basis of integration and interconnection with the Single Window system of 18 departments and sectors, and eight district-level People's Committees and three units with a total of 2025 public services.
At the same time, it has connected and synchronized documents on the National Public Service Portal. In 2020, Ninh Binh successfully piloted digital transformation in Yen Mo district's Yen Hoa commune, laying a foundation for the Deparment of Information and Communications to carry out the project in 14 other communes and wards in the province.
