A delegation of the Ministry of Planning and Investment led by its Minister Nguyen Chi Dung on March 30 inspected preparation for Ninh Binh - Hai Phong expressway project and progress of medium-term public investment projects in the period of 2021-2025 in Ninh Binh province.

The delegation paid a field trip to the site for the Ninh Binh - Hai Phong expressway project and heard the provincial People's Committee's report on the implementation of the Minister's conclusion.
The Ninh Binh - Hai Phong expressway's section running through Ninh Binh province will start at Mai Son intersection in Mai Son commune of Yen Mo district and end at Day River Bridge in Khanh Cuong commune of Yen Khanh district.
The section has a total length of 25.3 kilometers, and is designed to have four lanes with a maximum speed of 120 kilometers per hour. It is 15 meters wide and has total investment capital of 7.86 trillion VND sourced from the state budget.
Chairman of the provincial People's Committee Pham Quang Ngoc suggested the Ministry of Planning and Investment report to the Prime Minister to permit the Ninh Binh provincial People's Committee to work as the governing body of the project. After the construction is completed, Ninh Binh will hand over it to the Ministry of Transport for management, exploitation and maintenance as regulations.
Ngoc also pledged that Ninh Binh would speed up the finalisation of documents and procedures in a bid to start construction within 12 months and complete site clearance within 12 months and construction within 30 months.
During the working visit, Dung and his delegation also inspected the progress of projects to build road 482 and coastal road running through Ninh Binh.

Road 482 is designed to have five lanes and has total length of 43.73 kilometers running through Yen Khanh, Yen Mo, Kim Son districts and Ninh Binh city.
It has total capital investment of over 1.47 trillion VND, of which 1.2 trillion VND is sourced from the central budget and the rest comes from the province's budget. The construction time lasts for three years (2021 to 2024). The site clearance has been completed.
Ninh Binh is striving to complete and put it into operation in 2023, ahead of schedule.
The coastal road's section (first phase) running through Ninh Binh has a total length of over 3.25 kilometers. It has total investment capital of 682 billion VND sourced from the central and provincial budgets. Construction time lasts for four years (2019 - 2023).
Minister of Planning and Investment Nguyen Chi Dung spoke highly of Ninh Binh's preparation for the Ninh Binh -Hai Phong expressway project as well as its efforts in expediting medium-term public investment projects.
Dung expressed his hope that Ninh Binh will continue to accelerate the progress of public investment projects, including key transport projects, in a bid to complete regional connectivity, opening up opportunities to lure investment into disadvantaged coastal areas.
Ninh Binh should further promote its outcomes in the disbursement of public investment, thereby contributing to the fulfillment of socio-economic goals in 2023 and the following years, he added.
