The Ninh Binh provincial People's Committee on June 20 coordinated with the Vietnam Urban Planning and Development Association (VUPDA) to organise a conference on managing and developing ancient capital heritage city.

Attending the conference were Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong, and President of the Vietnam Urban Planning and Development Association Tran Ngoc Chinh.
Secretary of the Ninh Binh provincial Party Committee Doan Minh Huan; Chairman of the provincial People's Council Mai Van Tuat; Chairman of the provincial People's Committee Pham Quang Ngoc; and Vice Chairman of theprovincial People's Committee Nguyen Cao Son attended the conference.
As many as 200 delegates from theMinistry of Construction, the Department of Planning and Architect;the Department of Urban Development, the Vietnam Institute of Architecture,universities and instutes were also participated in the event.
In his opening remarks, Chairman of theprovincial People's Committee Pham Quang Ngoc noted that the global rapid urbanisation has led to numerous problems and challenges.

The urbanisation process could threaten outstanding values of heritages. Therefore, many countries have paid due attention to building, developing and preserving heritage urban areas. Reality showed that investment into heritage cities has not only brought about effectiveness and economic profits but also improved the image and position of a country or a locality as well.
With a range of potential and advantages of the Hoa Lu ancient capital and the outstanding values of the world cultural and natural heritage of Trang An, Ninh Binh needs to choose a suitable urban structure model with a feasible roadmap, he said.
Tran Ngoc Chinh, President of the Vietnam Urban Planning and Development Association, stressed that Ninh Binh owns distinctive competitiveness edge and advantages in the Red River Delta region and these can serve as new momentum and potential for the province's development.

In order to build Ninh Binh into a millennium heritage city, it needs to define architect and planning factors that could be changed during the process of urban development.
In terms of policy making, the province needs to build a consistent policy that does not affect the environment andlandscapes.
In terms of management, the province needs to act cautiously and responsibly with natural resources, ensuring the development at present and in the future.
The conference helped to clarify opinions and general orientations, then to build special mechanisms and policies for the urban planning and management.
It also served as an opportunity for the organisers to listen to and collect ideas and recommendations of experts and specialists related to management and development of urban heritage cities,thus providing orientations for heritage urban areas in Vietnam in the future.
