Digital transformation has been defined as a solution that has broad and inclusive impacts on sectors and socio-economic fields. In the past time, the province has carried out synchronic measures to create breakthroughs in operation quality and effectiveness, thus meeting requirements of social-economic development.
According to the Department of Information and Communications, departments, agencies, units, sectors and localities have exploited electronic database on the province's data portal and open data ecosystem to help local people conduct their public services fast and conveniently.
By 2025, Ninh Binh will strive to handle at least 60% of files and documents online at the commune, districts and province levels (except for confidential files and documents).
Of which, 100% of level-4 public services will be provided online. The province expects that digital economy will make up 20% of its GRDP and the portion of digital economy will account for at least 10% in each sector and field.
Ta Quang Phuong, Vice Director of the Department of Information and Communications, said in recent years, the department has focused on popularizing and providing training courses for cadres, civil servants and labourers on digital transformation. It has also constantly inspected the development of infrastructure for digital database and exploitation of digital database to serve the building of digital administration.
The province issued a Resolution and a plan to build e-administration and carry out digital transformation by 2025 with a vision to 2030.
Accordingly, digital transformation has been carried out on all three main pillars: digital administration, digital economy and digital society.
The province has invested in IT infrastructure while digital applications and platforms have been built and operated stably.
A project on developing the application of population database, e-identification and e-authentication for national digital transformation in the 2022-2025 period with a vision to 2030 has been deployed effectively by local sectors, branches and localities.
Vice Chairman of the provincial People's Committee Tong Quang Thin affirmed that awareness has played an important role in digital transformation. Therefore, administrations at all levels, sectors, agencies, units and localities will continue to enhance awareness of cadres, civil servants, labourers on the role and significance of digital transformation.
The province will continue to develop digital infrastructure, digital platforms and digital database.
It will put people at the centre of the digital transformation and promote the role and participation of businesses; focusing on building digital community, digital citizens and digital culture.
The digital transformation process has helped increase the capacity of direction and management and speed up administrative reforms, thus serving businesses and local people more effectively.
The province has reaped positive outcomes in administrative reforms. In 2022, the province's Public Administration Reform Index (PAR Index) ranked 17th out of 63 centrally-run cities and provinces nationwide, while its Satisfaction Index of Public Administration Services (SIPAS) ranked 25thand its Provincial Governance and Public Administration Performance Index (PAPI) was listed among top 20 centrally-run cities and provinces.
Digital transformation has helped Ninh Binh keep up and run ahead of other cities and provinces in the process of rapid and sustainable development, thus increasing the quality of life and happiness index for local people.
