The road connects National Highway (NH) 1A and NH10, and links NH10 to NH12B in Ninh Binh province.
Ngoc and his delegation paid a field trip to grasp difficulties and hindrances in terms of construction, site clearance, resettlement and construction materials.
The project was launched in March 2022 with total investment capital of 1.47 trillion VND. Once completed, it will help ease vehicle flows on NH10 which runs from Ninh Binh city to Kim Son district and connect to NH1, NH10, NH12B and Cao Bo-Mai Son section of the North-South expressway.
To date, the site clearance and construction progress have failed to meet the schedule.
Following the field trip, Chairman of the provincial Pham Quang Ngoc asked the investor to speed up construction and promptly report arising problems to Yen Khanh district for handling soon.
Yen Khanh district must take drastic measures to accelerate site clearance and hand over reclaimed land for construction in August, he said.
In addition, Yen Khanh needs to coordinate with related sectors to finalise legal procedures and call for support from local people for the implementation of the project, Ngoc added.
Ngoc also requested the investor and Yen Khanh district to report the progress of the project to the provincial People's Committee weekly. Agencies, units and localities should raise their sense of responsibility to remove difficulties in an attempt to complete the project as scheduled, he added.
