A 17-kilometer sea dyke named Binh Minh 4 is being constructed in the coastal district of Kim Son of Ninh Binh province in a bid to prevent sea waves and strong storms and help to reclaim hundreds of hectares of land for economic development.

The project is invested by Ninh Binh's Department of Agriculture and Rural Development. It is a key project to reclaim more land to the sea, expand areas for aquaculture and protect sea dyke Binh Minh 3.
Once completed, the project will give more land for local people to reside, boost socio-economic development and stablise political security and social order.
It also helps to prevent floods and storms and rescue dykes when incidents happen.
A representative of the agricultural project management board under the Department of Agriculture and Rural Development said after being approved, it chose experienced and capable bidders to carry out the project and ensure its quality and progress.
Binh Minh 4 stretches from Day estuary to Con Noi border guard station with a total length of 17 kilometers.
The dyke helps to prevent severe storms up to level 12.
The dyke is designed with a height of 5.5 meters which helps to prevent severe storms up to level 12, and it is built with concrete and steel.
While its road surface is reinforced by layers of soil, macadam, sand, and concrete.
Ha Huy Hieu, head of the construction site, said around 60 percent of the workload has been completed.
Since the project is being carried out in the sea encroached area, it is strongly affected by sea waves and tides. The contractor is making its best to accelerate the project, striving to complete it by the end of this year.
