Many delegates noted that the draft documents were prepared thoroughly, generalising ideas of the entire Party, people and army in developing the documents. The ideas collected at Party congresses at all levels and from National Assembly deputies, socio-political organisations and people from all walks of life were refined and included systematically in the draft documents as a study reviewing developments of the tenure, drawing lessons and devising plans for the next five years.
Opening the session, Politburo member and President of the Vietnam Fatherland Front (VFF) Nguyen Thien Nhan made a presentation on promoting the national unity's strength in contributions to realising socio-economic development targets successfully and building a strong and healthy Party and Government.
He stated five specific tasks which should be implemented to promote the national unity's strength, contributing to realising the socio-economic development targets.
First, the VFF and its branches should improve the effectiveness of communication, education and promotion of patriotism, national pride, tradition of gratitude, kindness and clemency, as well as the awareness of the great unity's strength in national development.
Second, the VFF and its branches should enhance communication and education about the congress' resolution and policies on socio-economic development to create a high consensus in the country's development scheme and the Party's leadership.
Third, the VFF should contribute actively to building and implementing the Party's policies and the State's laws to promote national advantages, especially those related to Vietnamese citizens.
Fourth, movements and mobilisation campaigns run by the VFF and its branches should be organised effectively to turn the great unity into a stimulus and a spiritual and material source for the country's rapid and sustainable development in the current integration period.
Fifth, the Party's directive method to the VFF and its branches should be improved as stated in the congress' report.
On behalf of the army delegation, Secretary of the Party Central Committee (PCC) and Chief of the General Department of Politics under the Vietnam People's Army (VPA), General Ngo Xuan Lich made a presentation themed "The VPA continues promoting its key role in enhancing national defence".
Based on in-depth analysis of the current situation and forecasts for the future, Lich gave four suggestions, in addition to major tasks and solutions which the army will focus on in the coming time.
It was suggested that the army should more effectively fulfill its role in giving advice to the Party and State on military and national defence to create a peaceful and stable environment for the country's fast and sustainable development; the whole people's national defence and security should be developed strongly to meet requirements in protecting the nation; the construction of a revolutionary, professional and eligible army towards modernisation should be enhanced effectively to improve the general strength and fighting capacity, making the army a key force for the whole people to realise the task in protecting the nation; and the leading and fighting capacity of the army's Party Committee should be elevated.
Politburo member and Minister of Public Security, General Tran Dai Quang made a presentation on improving public security comprehensively to meet the requirements of ensuring security and order in enhancing the country's industrialisation, modernisation and international integration. After stating the current situation and lessons of experience gained, he stressed tasks and solutions on ensuring security in the coming time: the Party's policies on public security should be grasped thoroughly; the great national unity should be promoted in public security work; people-based security and the whole people's national defence should be combined closely; preventive measures should be enhanced to ensure safety for set targets, disable plots and avoid circumstantial shocks; and the Party building and the public security force's construction should be enhanced.
PCC member and Deputy Head of the PCC Commission for Popularisation and Education Mai Van Ninh made a presentation on improving promotional and educational work to meet requirements of the Doi Moi (Renovation) process.
The presentation of PCC member and Head of the PCC Commission for External Affairs Hoang Binh Quan featured measures to improve the Party's external affairs and people-to-people diplomacy to implement the foreign policy comprehensively.
PCC member and Minister of Transportation Dinh La Thang made a presentation on developing transportation infrastructure for socio-economic development and national defence and security.
